Korean companies like Naver and Kakao have already rolled out homegrown language models, and new chip startups hope to provide cheaper alternatives to imported GPUs.

Despite the momentum, achieving full AI autonomy requires vast investment, skilled talent and access to advanced hardware. Countries also face geopolitical constraints, especially when semiconductor exports and cloud infrastructure are heavily influenced by U.S. policies. Even so, many view sovereign AI as essential for long term resilience.
