Building a framework for safe AI
India’s newly drafted AI governance guidelines, chaired by Prof. Balaraman Ravindran of IIT-Madras, aim to create a balanced framework for safe, inclusive, and responsible AI use. The guidelines focus on preventing algorithmic bias and protecting vulnerable groups, translating India’s commitment to inclusion into actionable policy. Read all the guidelines here.
Driving innovation through balanced governance
The new framework emphasizes flexibility and adaptability over rigid control, enabling innovation while minimizing risks. It supports AI adoption in key sectors like healthcare, agriculture, education, finance, and disaster management. The goal is to accelerate digital inclusion, enhance productivity, and strengthen India’s global competitiveness.
Strengthening regulation and accountability
Rather than introducing a separate AI law, India plans to build on existing regulations such as the Information Technology Act and the Digital Personal Data Protection Act. This approach embeds accountability and fairness into system design itself, ensuring safety and trust without stifling innovation.
Institutional support for governance
A new ‘AI Governance Group’ (AIGG) will coordinate AI-related policymaking across ministries, supported by a Technology & Policy Expert Committee. This inter-agency effort will guide national strategy, ensuring India’s AI ecosystem grows responsibly and equitably while encouraging public–private collaboration.
India’s unique middle path
Unlike the EU’s rigid AI Act or the US’s market-led model, India adopts a hybrid “techno-legal” path. It blends inclusion with regulatory agility, aiming to build frameworks from the ground up—aligned with India’s developmental goals and societal diversity.
Summary
India’s AI governance guidelines promote responsible innovation, fairness, and inclusion. They aim to integrate ethical design and adaptability into AI regulation, ensuring safety, trust, and long-term sustainability while avoiding overregulation that could hinder growth.

AI concept to learn: Adaptive Governance
Adaptive governance refers to a flexible regulatory approach that evolves with technology. It encourages innovation while embedding safeguards against misuse, allowing policymakers to respond dynamically to emerging AI challenges without rigid, one-size-fits-all laws.
